Start With Source Identification

Look at chemical inventories, SDS files, maintenance products, fire suppression records, process baths, wastewater inputs, and containers that come from outside contractors. Do not assume PFAS is only tied to one obvious product.
A good source review should connect the material to the waste. For example, a coating line may create spent filters, sludge, rinse water, used PPE, and empty containers. A plating area may create wastewater treatment solids and spent carbon. A fire training area may create contaminated soil, water, or absorbent. Each stream needs its own record trail.
Do not rely only on current purchasing records. Older products may still affect sumps, tanks, floor drains, retention ponds, and wastewater sludge. If a vendor changed a formula, keep the old and new SDS files if you have them. If a process ended years ago, note where waste from that process may still be stored or managed.

If your facility cannot connect a container to a process and a shipment, it will be hard to explain real impacts. Walk the path of the waste. Start where the waste is generated. Note the container type, label wording, accumulation date, storage location, and inspection record. Then match that container to the pickup request, bill of lading, manifest, profile, and vendor invoice. If there are gaps, write them down.
These records can show whether new PFAS handling steps are realistic. A facility may need new labels, more segregation, longer staging time, or more roll-off boxes. A waste vendor may ask for updated profiles before accepting loads. If guidance does not account for those steps, comments should explain the extra time and labor in plain terms.
Document Treatment Feasibility
Treatment feasibility means whether a treatment option can actually work for your waste. It is not enough to say treatment is possible somewhere. A system that works for clean water may not work for thick sludge, oily wastewater, mixed solvent waste, or spent filters. Facilities should show the limits they see in the field.
Pull records from wastewater treatment, pretreatment, carbon changeouts, filter press runs, evaporators, oil-water separators, and pH adjustment systems. Look for flow rates, downtime, breakthrough results, sludge volumes, maintenance logs, and disposal records for spent media. Breakthrough means a treatment unit stops removing enough material and contaminants begin passing through.
Vendor quotes can also help. If a vendor says a waste stream needs bench testing, pilot testing, special packaging, or a different disposal outlet, keep that email or proposal. If a vendor will not accept a load without PFAS data, keep that too. Those records show whether the guidance matches the market that generators actually use.
Capture Cost Impacts in Plant Terms
Cost comments are stronger when they are broken into real work steps. A single annual estimate may be too vague. Instead, tie costs to sampling, labor, containers, storage, treatment, transportation, disposal, profile updates, and vendor review. This helps the agency understand what part of the guidance creates the burden. It also helps your own team see which costs are one-time and which will repeat.

Waste does not leave a facility by itself. Someone requests the pickup, someone approves the profile, someone loads the truck, and someone signs the shipping papers. PFAS guidance can affect each handoff. If one step slows down, containers may sit longer in the accumulation area.
