
Beginning October 2019 (the beginning of fiscal year 2020), the Federal EPA fees for e-Manifest will be increasing through September 30, 2021.
As in the past couple years, the EPA allows for four different methods of compliance with the e-Manifest system:
- Mailed in Paper Manifest – The EPA will handle turning your physical manifests into digital information.
- Scanned Image Upload – Instead of mailing in physical paper, use a scanner to upload the images of your manifests one at a time, and the EPA will handle the conversion to digital information.
- Data + Image Upload – The information from the manifest must be typed out and submitted digitally (either through the RCRA portal or submission via a software integration). For security and compliance, a scanned image upload with signatures is required.
- Electronic Manifest – The information is submitted digitally via online forms or a software integration, but signatures are all compliant with the CROMERR framework.
Each method of compliance carried with it a different fee per manifest.
Fiscal Years 2018 and 2019 User Fees
The table below lists the user fees for fiscal years 2018 and 2019 (through September 30, 2019):

This price increase is substantially higher for the mailed in paper manifest than it is for the electronic manifest. This is due to the EPA’s campaign to encourage the adoption of a fully digital e-Manifest workflow, as right now 75% of all e-Manifest program costs are borne by processing paper manifests.
